Kill jobs in progress

If you realize you made a mistake in a job that's been launched, you need to be able to delete it.
Right now, the queue system doesn't allow that to happen, since all of the chunks are on the queue, and workers pull as needed. The system needs to be re-written to be based on a pull model over the current push model.
(Workers request jobs, head node supplies them)
